Ex-Police Chief Who Killed An Unarmed Black Civilian Is Sentenced To House Arrest

Once the police chief of Eutawville, S.C., Richard Combs is now looking at a year of house detention for fatally shooting 54-year-old Bernard Bailey in 2011 after an argument over a traffic ticket. Combs plead guilty to “misconduct in office” for the murder. His excuse for killing Bailey over something so trivial: he didn’t have his taser and was afraid, so he had no other choice but to shoot Bailey twice in the chest.
